Powers and Duties of Officers and Employees

Director, CSIR-NEIST

The Director is responsible for the overall leadership, management, and administration of the Institute. The key responsibilities include:

Realizing and advancing the mission and objectives of the National Laboratory.
Creating an environment that promotes innovation, excellence in research and development (R&D), and other scientific and technological activities.
Managing the affairs of the National Laboratory in accordance with the decisions of the Management Council.
Exercising the powers delegated by the Governing Body in all matters relating to the administration and functioning of the Institute.

Controller of Administration (CoA) / Administrative Officer (AO)

The Controller of Administration/Administrative Officer oversees the administrative functions of the Institute. The major duties include:

Managing all administrative matters of the Institute.
Providing administrative advice to the Director and various committees.
Ensuring effective administrative support services for the Institute.
Coordinating personnel-related activities such as recruitment, assessment, promotion, confirmation, and other service matters.
Preparing salary bills, processing payments, deducting income tax, and maintaining service records and service books.
Processing retirement benefits and pensionary dues for retired employees.
Performing the functions of Vigilance Officer and handling legal matters.
Acting as the Estate Officer for the Institute.
Supervising safety, security, and medical services.

Finance and Accounts Officer (F&AO)

The Finance and Accounts Officer is responsible for managing the financial and accounting functions of the Institute. The key duties include:

Serving as the custodian of the Finance and Accounts Section.
Advising the Director on finance, accounts, and audit-related matters.
Ensuring that all payments are processed through the Accounting Management System (AMS).
Preparing the annual budget, monitoring budgetary control, and preparing monthly classified abstracts, consolidated accounts, annual accounts, and the balance sheet.
Maintaining financial records, including the diary register, stock receipt register, GPF/CPF ledgers and broadsheets, long-term advance records, and pre-audit bills.
Recording corrective actions on audit observations and ensuring timely settlement of payments.

Stores and Purchase Officer (SPO)

The Stores and Purchase Officer is responsible for procurement and inventory management. The principal duties include:

Serving as the custodian of the Stores and Purchase Section.
Advising the Director on matters related to stores and procurement.
Organizing and coordinating meetings of the Purchase Committee.
Managing procurement activities, including purchase of materials, inspection, issue of stores, stock entry, inventory management, disposal of surplus and unserviceable items, and processing payments to vendors.
